For a first ESA contract from Sweden, begin by separating national research support from the customer opportunity you want to pursue. Rymdstyrelsen, the Swedish National Space Agency, provides guidance on ESA programmes and national funding authorisation. A research project may help develop useful technology, but preparing to supply a customer requires a separate assessment of scope, obligations and evidence. This guide focuses on that transition.

Use Rymdstyrelsen for the national programme conversation

The agency's ESA programme guidance describes its role in coordinating Swedish participation and advising on financing, applications and technology strategy. Its programme table covers a range of objectives, from technology development to communications, navigation, Earth observation and commercial applications. Use that map to investigate fit rather than choosing a programme solely because it has funded another space company.

Prepare a concise description of the intended work before the discussion. Identify what the company can already substantiate, what development remains and what the activity should produce. For a supplier, that description should distinguish a component, a software contribution, an instrument or a service. The proposed development boundary is more useful than an unqualified statement that the company works in space.

Keep the organisation responsible for the next decision visible. National programme guidance, ESA proposal assessment and a potential customer's acceptance of a delivered item are different decisions. A useful meeting note records the question answered, remaining conditions and the next document or action required, rather than labelling every positive conversation as approval.

Plan national authorisation before the deadline becomes urgent

Rymdstyrelsen's current ESA index uses the term Authorisation of ESA Funding, previously support letters. Its guidance on doing business with ESA, updated 20 May 2026, advises applicants to contact the agency and says consent is needed in many cases. It warns that the process can take up to six weeks.

Use that published timing to start the conversation early, then confirm the requirement for the actual programme and activity. Do not assume that every Swedish bid needs an identical letter, or that sending a request six weeks before a deadline guarantees a decision. Ask what information supports the national assessment and which changes would require a revised request.

Understand what a national research grant establishes

The closed Industrial Space Research 2025-1 call is a useful historical example. Its deadline was 13 August 2025. It financed industrial research through projects coordinated by a business partner, with a place of business in Sweden, and implemented in active collaboration with academic partners. It was a research-grant route, not an ESA customer-contract award.

The published process included a project-description template, cover information and CV material for the application. After a grant decision, parties were to accept the project terms. The page also specified periodic status reporting and separate technical and financial final reports. Those details show a structured research obligation with its own records and reporting requirements.

For a later supplier opportunity, the practical question is what those records can substantiate. A technical final report may contain valuable results, assumptions and methods. Its existence alone does not demonstrate that a different customer requirement has been satisfied on a different configuration. Review the content and its relevance before carrying it into a new compliance response.

Build a research-to-supply handover map

Give each reused result a specific purpose. It may support feasibility, inform a design choice or contribute to verification planning. Those are different uses. Record the source and limitation rather than treating all previous work as either fully acceptable or useless. This makes the new proposal more accurate and allows the team to focus effort on the remaining gaps.

Worked example: Lark carries a prototype result forward

Fictional supplier exercise. Consider a Sweden-established team preparing a customer proposition for the Lark attitude-control unit after a hypothetical research collaboration. Lark is not an SNSA grantee, ESA bidder or Arc customer. This scenario illustrates the transition; it does not claim a connection with the historical grant described above.

The team starts from the shared Lark engineering example and a hypothetical prototype result. Instead of writing “research complete, requirement compliant”, it identifies the configuration and conditions behind the result. It asks which parts of the offered unit are unchanged, which have developed further and whether the planned customer use introduces additional conditions.

The engineering review creates three categories. Some material can be referenced for background and feasibility. Some requires further assessment before it can support a specific customer claim. Other gaps become planned development or verification work. These are internal preparation decisions for the example, not prescribed agency status labels.

The team then connects each planned task to an owner and estimate. If an academic partner holds data needed for assessment, the bid team records the access question and resolves the intended contribution. If the proposed product differs from the prototype, the engineers state that difference in the evidence assessment. The resulting offer is clearer about what exists today and what the contract would fund the team to do.

Check the bid at the boundary between promise and evidence

Use the following original readiness questions before your team commits to a detailed response or makes an unqualified performance statement:

  • Have we identified the actual customer, programme and invitation?
  • Have we confirmed the relevant national authorisation requirement and preparation sequence?
  • Does the proposed scope describe the product or service we would actually deliver?
  • Are research-derived claims linked to their source configuration and conditions?
  • Have we identified the development and verification work still required?
  • Are partner inputs, access questions and responsibilities reflected in the plan?
  • Can each major commitment be traced into the estimate and proposed delivery activities?

Give unresolved questions an owner and a decision date based on the actual tender. A first-time supplier does not need to claim that every uncertainty is already eliminated. It needs to understand which uncertainties affect the proposed scope and how they will be investigated or presented. Keep that account consistent across the technical response, partner discussions and commercial estimate.
