ANSI/A3 R15.06-2025: Requirements and Evidence for US Robot Cells

ANSI/A3 R15.06-2025 requirements need an exact source and responsibility boundary. The US standard's Parts 1 and 2 adopt ISO 10218-1:2025 and ISO 10218-2:2025, while the separate ANSI/A3 R15.06-3-2025 addresses use of industrial robot cells. For a US cell project, establish which documents and editions govern the contract, compare the supplier's evidence against that baseline and retain an explicit operations handover. A reference to “R15.06” alone leaves those decisions unresolved. (ANSI industrial robotics catalogue, Parts 1, 2 and 3)

The buyer's practical question is whether the supplied robot, integrated cell and user information support the agreed project basis. A purchasing specification may name a national edition, an OEM may provide evidence developed against an earlier edition and the site's operating team may receive information that addresses only the robot. An edition-change register makes those differences visible before acceptance.

What are ANSI/A3 R15.06 Parts 1, 2 and 3?

ANSI's current catalogue identifies ANSI/A3 R15.06-2025 as a revision of ANSI/RIA R15.06-2012 and a national adoption of the two 2025 ISO 10218 parts. It describes Part 1 as industrial robots and Part 2 as industrial robot applications and robot cells. It lists ANSI/A3 R15.06-3-2025 separately as Use of Industrial Robot Cells, developed in the United States with input from corresponding Canadian experts. (ANSI catalogue, ANSI/A3 R15.06-2025 package)

A3's current industrial standards store lists the 2025 Parts 1 and 2 together with Part 3 as available. The standards page also names all three parts. These current publisher records are the basis for the edition identification here, rather than older announcements that described a part as forthcoming. (A3 industrial robot standards, A3 global robotic standards, Newly Revised R15.06-2025)

The public catalogue gives useful scope and publication identity. It does not supply the licensed text needed to enumerate every requirement, national addition, exception or normative allocation. A project should obtain the applicable documents for a detailed assessment. This guide's registers are proposed engineering methods, not a replacement clause checklist.

Use the existing ISO 10218 robot and cell requirements guide for the underlying robot-to-application evidence boundary. This article concentrates on the US national designation, a change of agreed edition and the user handover associated with Part 3.

Is ANSI/A3 R15.06-2025 automatically an OSHA regulation?

OSHA explicitly distinguishes national consensus standards from its regulations on the robotics standards page. That page also retains references to the older R15.06-2012 and ISO 10218:2011 editions. It is useful for the legal-status distinction, but its older catalogue references should not be used to establish the current A3 edition. (OSHA, National Consensus Standards)

Keep the authority record precise. A customer can specify a particular standard in a contract, an engineering team can adopt it as a design basis and an applicable authority can require a relevant source. Those are different reasons for applicability. Identify the actual reason for each project requirement rather than presenting publication of a consensus standard as a universal legal transition deadline.

For a US installation, the workplace-duty review remains separate. Guarding and hazardous-energy controls need the applicable employer, activity and jurisdiction assessment. National-standard evidence may support the engineering work, but its title does not resolve that assessment. Link the contract source register to the workplace register so the two reviews share configuration context without conflating their authority.

How should a US robot-cell buyer define the edition baseline?

Record the complete designation, part, edition, document status and applicable revision. Also record why it governs the project, who approved that decision and which robot or cell configuration it affects. Where a purchase specification names multiple sources, retain their respective scopes and the process for resolving conflicting requirements.

The baseline should distinguish the robot supply from the integrated application and user operation. A contract clause covering Parts 1 and 2 should not be shortened into a claim that Part 3 has been assessed. Conversely, including Part 3 in the register does not demonstrate that the employer's training, maintenance or operating arrangements are adequate.

Ask each supplier to identify the basis of its claims and reports. Preserve the edition actually used to produce the evidence. Do not rewrite a report's reference from 2012 to 2025 because the purchasing register changed. The receiving team needs an explicit decision about whether the evidence addresses the current requirement and what supplementary work is needed.

The following fictional example concerns a proposed US packaging cell. No contract, equipment or test result exists. The register illustrates decisions a buyer could require, not obligations extracted from the standards.

Register rowDeclared source and scopeMismatch or open questionEvidence and responsible decision
ED-01, purchase basisBuyer proposes ANSI/A3 R15.06-2025 Parts 1 and 2 for cell PC-9Final contract wording and document access are not yet agreedBuyer and engineering lead confirm the source baseline before accepting clause mappings
ED-02, supplied robotOEM's proposed information refers to R15.06-2012 for robot RB-4New-edition applicability has not been assessedOEM identifies claim conditions, receiving reviewer compares relevant requirements using the licensed text
ED-03, integrated cellIntegrator plans PC-9 verification against the agreed Part 2 scopeRobot report does not cover conveyor and tooling interactionsIntegrator allocates application requirements and plans evidence for the integrated configuration
ED-04, cell useSeparate ANSI/A3 R15.06-3-2025 reference is proposedOperations has not reviewed the received use informationUser representative reviews relevant requirements, operating assumptions and handover actions
ED-05, changed toolingProposed end-effector revision alters PC-9's handling arrangementEarlier planned evidence may address another configurationEngineering lead records affected claims, retained-evidence rationale and additional verification

The register's useful output is a set of accepted, conditional or unresolved decisions. “Standard purchased” confirms access. It does not resolve ED-02's evidence question or ED-04's user handover. Each row needs an owner who can provide the missing information and a reviewer who can judge it.

What does an edition-change evidence review contain?

Compare requirements with the actual applicable texts. For each relevant change, retain the old and new references, scope difference, affected design or information record, evidence already available and required action. Distinguish a changed requirement from a clarification, a changed project interpretation and an unrelated engineering modification.

A public announcement can identify an area for investigation. It cannot establish that a particular cell requires one numerical limit or test threshold. A3's standards page describes the updated Parts 1 and 2 as making functional-safety requirements more explicit. Use that description to direct the qualified review, then substantiate the project decision from the full text and applicable design information. (A3 global robotic standards, Newly Revised R15.06-2025)

Keep evidence reuse narrow. A report may remain relevant if the reviewed requirement, supported configuration and conditions still match. Record that argument and authority. Where a new or changed requirement is not demonstrated, assign supplementary analysis, inspection or testing with defined acceptance criteria. Preserve an honest unknown when the supplier cannot provide the necessary source or configuration detail.

The robotics change-impact guide explains how to follow those dependencies across requirements, interfaces and evidence. This edition review supplies the source-change decision that starts that trace.

What should cross the Part 3 operations handover?

ANSI's public description says Part 3 provides guidance to users of industrial robot cells. That makes the receiving user a meaningful scope in the source register. It does not supply a public clause-by-clause list of required user records. Assess the licensed text before assigning normative responsibilities. (ANSI catalogue, ANSI/A3 R15.06-3-2025)

As an engineering handover method, identify what operations will rely on: permitted tasks and modes, equipment configuration, limitations, maintenance information, intervention arrangements, personnel responsibilities and changes that reopen the assessment. Connect each received claim to an operations owner who can establish its conditions. Store open actions against the relevant requirement or assumption.

A user representative needs enough information to distinguish an engineering restriction from an operating instruction and an unresolved verification action. If a planned activity relies on a mode that the installed application has not demonstrated, keep that dependency open. A document bundle can be complete while the intended activity still lacks an accepted basis.

Treat the receiving decision as part of the handover. Record who reviewed which revision, what scope they accepted and what questions remain. This makes a future tooling or procedure change reviewable against the actual basis of the earlier acceptance.

Which mismatch should hold the cell release decision?

Return to the fictional packaging cell. Suppose the buyer's draft specification names the 2025 national edition while the proposed supplier evidence references 2012. The integrator intends to mark “R15.06 evidence complete” after receiving that report. The operating team also plans an intervention mode that is absent from the proposed cell verification scope.

There are two different open questions. The first is whether the supplied claim addresses the requirements selected under the new contract basis. The second is whether the intended use is supported by the integrated-cell evidence and reviewed user information. Renaming a PDF would answer neither.

A proposed review disposition would keep the affected requirement and intervention use open, request the source comparison and establish the missing application work. No result is reported here. If the buyer later accepts a restricted scope, the decision must identify the precise configuration and activities it covers. It cannot become a generic acceptance of every cell mode.

Use the configuration-evidence guide to keep old results and new evidence attached to their actual configurations. The historical report remains valuable as evidence of what was examined, even when it cannot close a current requirement.

How can Arc support the national-edition review?

Arc's programme model supports configured records and relationships across requirements, systems, interfaces and evidence. A team can configure an edition-change register and connect supplier claims, operations assumptions and review actions to the agreed source baseline.

Its controlled engineering changes retain proposals, differences, review decisions and baselines. Attributable reviews record the reviewed context and decision authority. These capabilities organise the work. Qualified people assess the standards, establish contract applicability and judge evidence sufficiency.

Sources and method

Prepared on 2 November 2026 from A3's current standards store and global standards page, ANSI's industrial robotics catalogue, OSHA's legal-status distinction and Arc's canonical capability-page source. The paid standards were not obtained or reviewed. National-part identity and availability are supported by the public publisher catalogues. The register, packaging-cell scenario and evidence dispositions are fictional editorial methods. No clause obligations, transition deadline or certification conclusion is invented. Arc has a commercial interest in requirements and evidence workflows.

Frequently asked questions

Do the 2025 US Parts 1 and 2 adopt the 2025 ISO 10218 parts?

ANSI's current catalogue identifies ANSI/A3 R15.06-2025 as the national adoption of ISO 10218-1:2025 and ISO 10218-2:2025. Record the actual US designation, parts and document basis used by the project. Use the licensed documents for detailed requirements and national provisions. (ANSI, R15.06-2025 package)

Is ANSI/A3 R15.06-3-2025 available?

A3's current store and ANSI's catalogue list the separate Part 3, Use of Industrial Robot Cells, as available at the 2 November 2026 source review. It should have its own source-register entry rather than being assumed to be contained in a Parts 1 and 2 evidence claim. (A3 current industrial standards, ANSI package)

Does publication of the new standard impose an OSHA transition deadline?

OSHA distinguishes national consensus standards from its regulations. This guide identifies no universal OSHA transition deadline arising from the 2025 publication. Determine the applicable workplace rules, contract basis and authority decisions for the actual installation. (OSHA, National Consensus Standards)

Can evidence referencing the 2012 edition be reused?

It may support a current claim only after a relevant requirement, configuration and condition review. Preserve the report's original edition and scope, record the receiving reviewer's applicability rationale and identify any supplementary work. Relabelling the report does not demonstrate a new-edition requirement.

What makes the Part 3 user handover reviewable?

Keep the applicable source, received information, intended activities, configuration, conditions, operations owner and receiving decision connected. Assess the licensed Part 3 text before assigning normative duties. Track unresolved user or application questions as actions rather than closing them when documents arrive.
