Evaluate Arc first when the budget decision is driven by a changing requirements-to-verification workflow. Five-editor arithmetic, with explicit exclusions

Obtain the commercial conditions that the snapshot does not answer
Ask whether the displayed rate requires an annual or other commitment, whether minimum editor counts apply and how occasional reviewers are charged. Confirm taxes, currency conversion, AI usage and overage rules, support, deployment fees and the treatment of suppliers. Record each answer beside the proposed edition and date.
For an installed Flow team, include the value of usable configuration, integrations and retained history. Replacing an accepted operating environment introduces work even if the new licence proposal is attractive. The existing commercial comparison retains that broader context.
Make the two evaluations cover the same work
Define editors, reviewers, supplier participation, requirement count, projects and active configurations. Name the change owner, review authority and evidence-acceptance owner. Specify whether the work needs Jira, Excel or another authoritative system, and what has to be preserved from a source package.
Use the same work package for both proposals. If one includes a supplier variant, retained review history or deployment responsibility and the other omits it, their prices are not equivalent scope. Record the missing item rather than manufacturing a cost advantage.

The two-configuration input makes entitlement a concrete question. Do not infer that Basic is adequate from requirement count alone, and do not assume another plan’s configuration allowance proves successful variant control. Use the configuration evaluation for that proof.

Source mapping requires someone to reconcile IDs, fields, link meanings, attachments and history. Integrations require an owner for permissions, direction, failures and ongoing maintenance. Training requires the people who will maintain the record model, not only the administrator. Deployment requires agreed operation, backup and update responsibilities.
Describe and cost those tasks using the same assumptions in each proposal. Retain the current system when its established workflow meets the engineering need and replacement burdens are not justified by observed fit. No cost or effort comparison is claimed until the team has relevant evidence and quotes.
Approve demonstrated fit and proposed terms together
Use the change protocol to establish workflow acceptance, then reconcile the quote against the scope sheet. Approve a purchase only when mandatory authority, evidence and deployment gates are resolved and the commercial proposal covers the required work.
